During the early weeks of his presidency George W. Bush was quoted as saying ?A compassionate society is one which recognizes the great power of faith. . . . We in government must not fear faith-based programs we must welcome faith-based programs.? (Associated Press ? NY - 01-26-01) Remarks like these along with his establishment of the Office of Faith-Based Action have given strong signals that President Bush intends to accelerate the implementation and possibly even expand the scope of ?Charitable Choice ? a key provision embedded in the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. Charitable Choice has good but remarkably challenging intentions. It seeks to encourage states to expand the involvement of community and faith-based organizations in the public anti-poverty effort to protect the religious integrity and character of faith-based organizations that are willing to accept government funds to provide services to the needy and to safeguard the religious freedom of beneficiaries. This is a tall order but one that is increasingly being attempted and tested as states and faith communities become more aware of the provisions of the law. Maximizing its intended consequences and minimizing its unintended consequences will be continue to be a major challenge. Charitable Choice: The Challenge and Opportunity for Faith-Based Community Services brings together a significant collection of resources for faith communities and social workers regarding this major challenge of our time.
